GODAN ACTION IMPACT EVALUATION FRAMEWORK (EQUIPPING)
The Challenge
Achieving impact with open data is not just a matter of publishing open data. Many factors influence if, and how efficient open data can be used.
The Solution
GODAN Action has developed a framework for impact evaluation. It uses impact chains to analyse the mechanisms that lead to impact, and how they are influenced by the wider environment, e.g. the political economy, or the access to technical skills and resources.
The Outcome
The framework has been used by GODAN Action to analyse case studies in the areas of open weather, land and nutrition data. It is now also successfully applied outside the GODAN Action project.
